How to regain visibility and control over a drinking-water asset portfolio managed by a delegate?
Context
France under delegated operations (Veolia). With inventory and asset knowledge held by the delegate, SEDIF lacked traceability to challenge proposals and justify major renewals. Oxand helped consolidate a patrimonial reference and build a 15-year, risk-based investment trajectory to support decision-making and stakeholder communication.

Built a consolidated asset registry from Veolia CMMS extracts
Defined rules for asset families, aging, costs and risk
Simulated 15-year scenarios to balance risk reduction and spend
Trained SEDIF teams to update and use the tool autonomously
Gains
Traceable asset inventory for 40k components
Risk-based 15-year PPI with a controlled ~€10M/year envelope
Shared, quantitative reporting for teams and elected officials
