Context
The Aube departmental council is responsible for 420 buildings across 110 sites, more than 500,000 m² of floor area. Its knowledge of the estate was already good — complete files, teams who know their buildings. What was missing was the step after: a common base, a reading of dilapidation and risk, and heavy-maintenance budgets steered by the financial constraint rather than absorbed by it.
