De-risk the handback of your concession or PPP.

Simeo is the trusted third party between grantor and concessionaire. One shared reference of asset condition — to prove the assets are being maintained, to justify the works that need funding, and to make every trade-off traceable, repeatable and auditable.

Source of truth

One contract, two parties, one source of truth.

A concession or public-private partnership binds a public grantor and a private operator around the same infrastructure for decades. Each party needs its own answers from the same assets, and the contract between them stands or falls on how condition is measured. Simeo gives both sides the same reference and one shared, ISO 55001-aligned methodology — proven on hydropower, water, transport and public-building concessions.

Grantors & granting authorities

You own the asset and grant its build, operation and maintenance for a fixed term. You need continuous, independent visibility that the infrastructure you will take back is being maintained to the standard the contract promises.

The contract between you

Handback clauses (in French, remise en bon état of the biens de retour) are where concessions turn contentious. A condition reference shared by both parties removes the ambiguity that fuels disputes.

Concessionaires & operators

You finance, build, operate and maintain the infrastructure, then hand it back. You need to plan renewal spend efficiently across the term and demonstrate contract compliance without end-of-term surprises.

How the trusted third party actually works.

Step 1 of 4

See the real condition of the concession estate

Map the concession estate against three criteria — condition, risk and energy performance. One shared inventory, fed by field inspections: no more “your expertise versus ours”.

How Simeo works across the life of the contract.

Shared reference

One condition baseline both parties trust

Asset condition, criticality and risk live in one structured model that grantor and concessionaire both read. Field inspections feed the same inventory, so there is no 'your survey versus our survey'.

Plan

A renewal plan that stays current across the term

Build the renewal plan against the shared baseline and update it as condition evolves. Compare intervention scenarios under budget and risk constraints, so both parties see the consequences of every arbitrage.

Handback

Evidence that the assets come back in good condition

Every maintenance and renewal action links back to the asset, its condition data and the shared methodology. As the contract term approaches, handback readiness is a report, not a reconstruction.

CMMS

IBM Maximo, Infor EAM, CARL Software, SAP PM. Condition data flows in; strategic priorities flow out.

ERP

SAP and Oracle ERP. Financial data and procurement integrated with the multi-year capital plan.

GIS & BIM

Spatial and building-information data ingested to anchor asset risk to geography and structure.

IoT & SCADA

Real-time telemetry from SCADA and IoT sensors feeds asset condition directly into the investment model.

EU data residency · self-hosted option

Simeo is hosted on Azure (France region by default), keeping data within the EU for organisations under GDPR or national-security requirements. A fully self-hosted Kubernetes deployment is available for operators under air-gapped or critical national infrastructure constraints.

Handback by negotiation vs handback by evidence.

Traditional

  • Each party runs its own condition surveys
  • Renewal plan revisited only at crisis points
  • Condition disputes surface in the final years
  • Funding needs asserted, not demonstrated
  • Institutional memory fades across a multi-decade term

With Simeo by Oxand

  • One condition reference shared by both parties
  • Living renewal plan, updated as condition changes
  • Condition trajectory monitored from day one
  • Funding and duration needs evidenced by simulation
  • Asset knowledge held in the platform, not in leaving heads

Frequently asked questions

What is handback in a concession or PPP contract?

Handback (in French, remise en bon état of the biens de retour) is the contractual obligation to return infrastructure assets to the grantor in an agreed condition at the end of a concession or public-private partnership. Disputes typically arise because the two parties measure condition differently; a shared reference removes that ambiguity.

How does Simeo help the grantor?

Simeo gives the granting authority continuous, structured visibility of asset condition throughout the term, against the same reference the concessionaire plans with. The grantor can verify that maintenance and renewal keep the infrastructure on the contracted trajectory, years before handback becomes urgent.

How does Simeo help the concessionaire?

The concessionaire plans renewal and preventive maintenance on evidence, prioritised by risk and criticality, and demonstrates contract compliance from the same data the grantor reads. That means efficient spend across the term and a handback defended by records rather than by negotiation.

When in the contract lifecycle should Simeo be introduced?

The shared baseline delivers most value when it exists from the start of the contract, but Simeo is also introduced mid-term, typically ahead of a contract review or the final handback horizon, by building the condition reference from inventory and inspection data first.

What integrations are available?

CMMS (Maximo, Infor EAM, CARL Software, SAP), ERP, GIS, BIM, IoT and SCADA, and the major business intelligence stacks via REST and GraphQL APIs.

Where does the data live?

Default: Azure France region (EU residency, ISO 27001, NIS2-aligned). Self-hosted Kubernetes is available for operators with strict isolation requirements.
