Context
The Haute-Loire departmental council runs a large and varied property estate: more than 170 buildings across 68 sites, over 206,000 m². The department wanted to map the condition and risk level of that estate, model how it ages, and answer a specific request from its elected members — a year-end roadmap showing the investment trajectory at short, medium and long range.
Our solution
- 01 Structure and consolidate the knowledge The estate knowledge structured and consolidated on one reference.
- 02 Establish the survey A survey of the estate's performance: condition and risk level as they stand.
- 03 Simulate the scenarios Maintenance and investment scenarios simulated at short, medium and long range.
- 04 Deploy into the organisation A deployment plan for Oxand Simeo™ across technical and estate management: training, use cases, an organisation note.
What Oxand delivered
An estate structured and digitalised
One base where the knowledge had been scattered.
Projections on a predictive scenario
Multi-year projections of maintenance need, resting on a predictive scenario.
Grounds that hold up in the chamber
A dynamic solution producing objective, defensible grounds for decision — which is what the elected members asked for.
Questions about this reference
What estate does the department manage?
More than 170 buildings across 68 sites, over 206,000 m² of floor area.
What is maintenance debt?
The value of deferred work still needed to bring an estate back to a given condition. Naming it turns a diffuse backlog into a figure that can be discussed and planned.
What does defensible mean here?
That the investment trajectory rests on a model and on traceable data, and can therefore be presented to elected members and defended in session rather than argued from experience.
What does modelling ageing add?
It says when a building will reach a given condition, and therefore when work becomes necessary — instead of scheduling it by the calendar or after the failure.
