Context
The Lot-et-Garonne departmental council runs a large and varied property estate: 105 buildings across 58 sites, over 150,000 m². The department wanted to map the condition and risk level of that estate, model how it ages, and give its elected members a roadmap showing the investment trajectory at short, medium and long range.
Our solution
- 01 Structure and consolidate the knowledge The estate knowledge structured and consolidated on one reference.
- 02 Establish the survey A survey of the estate's performance: condition and risk level as they stand.
- 03 Simulate the scenarios Maintenance and investment scenarios simulated at short, medium and long range.
- 04 Deploy into the organisation A deployment plan for Oxand Simeo™ across technical and estate management: training, use cases, an organisation note.
What Oxand delivered
An estate structured and digitalised
One base where the knowledge had been scattered.
Projections on a predictive scenario
Multi-year projections of maintenance need, resting on a predictive scenario.
Grounds that hold up
A dynamic solution producing objective, defensible grounds for decision.
Questions about this reference
What estate does the department manage?
105 buildings across 58 sites, over 150,000 m² of floor area.
What is a target budget set on evidence?
An annual figure calculated from the condition of the estate and the trajectory aimed at, rather than rolled forward from last year. It makes visible the gap between what is budgeted and what the estate asks for.
Does the plan adjust along the way?
Yes — that is what makes it dynamic: when a piece of data or a constraint changes, the trajectory recalculates instead of being rebuilt.
What does the department gain from modelling ageing?
The ability to say when a building will reach a given condition, and so to schedule work before the costly deterioration rather than after it.
