Context

The Pyrénées-Atlantiques departmental council looks after close to 1,500 engineering structures — arches, reinforced slab bridges and other families besides, of widely differing ages, the oldest of them more than a century old. The department knows its estate well. What it wanted was to build on that knowledge: to turn what the teams carry into a base its decisions can rest on, and be sure of doing the right work at the right time.
