Context
The Vienne departmental council is responsible for 190 buildings across 74 sites: 35 secondary schools, administrative buildings, and those of the Futuroscope technology park. Its knowledge of the estate was uneven — files here, the teams' memory there. The department set out to bring it onto one base, and to draw from it a reading of dilapidation, risk and energy performance.
