Context

Created in 1949 at the request of the Seine-et-Marne county council and converted into a local public-private company in January 2026, Habitat 77 houses more than 45,000 people — over 3% of the population — across 100 communes of the largest department in Île-de-France, organised into three regional agencies to stay close to its tenants. Its asset strategy has to hold five commitments at once: the safety of people and property, the regulatory obligations to carry out improvement and energy-saving works for tenants, the quality of service, the long-term value of the portfolio, and a maintenance budget that is both provisioned and respected.
