Context
The city of Montpellier and its metropolis are jointly responsible for a substantial estate — around 240 buildings across close to 160 sites, serving uses as varied as schools, sports facilities, cultural venues, offices and community premises, many of them squarely inside the scope of France's tertiary-sector energy decree.
