Context

The Région Grand Est is responsible for a large upper secondary school estate spread across twelve regional territories. In 2021 it launched its Lycées verts programme, dedicated to the thermal renovation of those schools, and engaged more than a hundred renovation operations in three years. The Region set itself the objective of putting the next phase of that work on a documented base: collecting and exploiting the asset data it already held, on a representative group of schools, so that condition and energy performance could be read on one shared reference and turned into work programmes.

Our solution

  1. 01 Collect and structure Gather and structure the asset data of 24 upper secondary schools spread across twelve regional territories.
  2. 02 Map condition twice Digitise the estate and map both the technical condition of components and their strategic condition against regulatory, energy and comfort-of-use stakes.
  3. 03 Find the priority schools Identify the buildings and schools whose level of wear and energy profile together call for a priority action plan.
  4. 04 Steer global scenarios Define and steer global maintenance scenarios that counter deterioration and improve energy performance at the same time.

What Oxand delivered

Consolidated knowledge of the estate

One consolidated view of the estate's condition and of the risks that come with it, built on the data the Region already held.

Indicators that communicate

Objective indicators the technical teams and the decision-makers can share, to prioritise and arbitrate on the same basis.

Work programmes on one footing

Maintenance scenarios that let the Region compare and steer work programmes on a single, documented base rather than case by case.

Support for budget decisions

A communication tool that carries strategic and budget decisions, rather than a study that ends with its own report.

Questions about this reference

What was the scope of the work with Oxand?

24 upper secondary schools across twelve regional territories: more than 350 buildings and around 500,000 m² of floor area digitised in Simeo.

Why map technical and strategic condition separately?

Because a component can be physically sound and still fail the Region's regulatory, energy or comfort objectives — and the reverse. Reading both makes it possible to identify the schools where wear and energy profile together justify a priority action plan.

What does a global maintenance scenario cover?

It sets out, over the whole perimeter studied, which works are carried out and in what order, so that physical deterioration is countered and energy performance improved by the same programme rather than by two competing ones.

How does this relate to the Lycées verts programme?

The Region launched Lycées verts in 2021 for the thermal renovation of its schools and engaged more than a hundred operations in three years. This work supplies the asset knowledge and the maintenance scenarios that the next phase of that programme is built on.
