Context

SNCF Gares & Connexions operates more than 3,000 stations across France, which together welcome some 10 million travellers and visitors a day. It is responsible for operating, maintaining and developing an estate that is strategic and at the same time diverse, widely spread and ageing. Its multi-year investment programme has to answer the condition of that estate while also carrying economic development and the expectations of the regions and of the French State. SNCF Gares & Connexions set out to audit that programme and to challenge its asset management strategy, so that it could put a set of credible alternatives in front of those stakeholders rather than a single trajectory.

Our solution

  1. 01 Collect and structure Gather and structure the asset data of the station estate, then model buildings, platforms and technical equipment in Simeo.
  2. 02 Map condition and risk Map the current state of the estate — condition, risk and reliability — and make it readable at national, regional and station level.
  3. 03 Evaluate the needs Evaluate the current needs of the estate, including its deferred-investment backlog, using Oxand's dette grise method.
  4. 04 Compare risk-prioritised strategies Build and compare multi-year investment programmes prioritised by risk, setting their OPEX and CAPEX balance and their tariff implications side by side.

What Oxand delivered

A programme that can be defended

A multi-year investment programme whose priorities can be explained and defended in front of SNCF Group, the ART, the State and the regions.

Indicators that communicate

Objective indicators that make investment needs easier to communicate and to arbitrate, on a basis the technical and financial teams share.

Alternatives rather than one answer

Alternative investment scenarios that let the operator weigh OPEX against CAPEX and see what each route implies for tariffs.

One reading at three scales

Needs, budgets and risks read at the scale of the national estate, of a region and of an individual station.

Questions about this reference

What estate does SNCF Gares & Connexions manage?

More than 3,000 stations across France, which together welcome some 10 million travellers and visitors a day. Buildings, platforms and technical equipment were modelled in Simeo, for more than 66,000 assets in total, with close to 10 million m² of floor area loaded into Simeo for visualisation rather than audited asset by asset.

What did SNCF Gares & Connexions ask Oxand to do?

To audit its multi-year investment programme and to challenge its asset management strategy, so that it could propose relevant alternatives answering both the condition of its estate and the expectations of its stakeholders.

What is a risk-prioritised multi-year investment programme?

It is an investment programme whose order of operations is set by the risk each asset carries rather than by the calendar. Condition, risk and reliability are modelled across the estate, and the works that reduce the most consequential risk first come first, which makes the programme explainable to the bodies that fund it.

What does the deferred-investment backlog assessment measure?

It measures the investment an estate still owes itself: the renewal and maintenance work that has been postponed and that will have to be carried at some point, with the risk that postponement adds. Oxand applies it as a method — dette grise — to make the consequence of deferral explicit in the investment debate instead of leaving it implicit.

Was the assignment delivered with a partner?

Yes. Oxand carried out this assignment for SNCF Gares & Connexions in partnership with HENT Consulting.

How does this differ from Oxand's other work with SNCF?

This assignment concerns the station estate operated by SNCF Gares & Connexions: auditing its multi-year investment programme and comparing risk-prioritised strategies over ten years. Oxand has separately supported SNCF Réseau as project owner on a new-line programme, the LGV Bretagne–Pays de la Loire, where the subject was interface risk between parallel construction projects rather than the condition of an estate in service.
