Context
The Département de la Meuse covers 499 communes and 181,919 inhabitants at a density of 29.3 per km², against a national average of 100 — a dispersed territory served by an estate of 115 sites, 292 buildings and 243,619 m², from schools and administrative buildings to technical centres, gendarmerie stations and cultural sites. Since 2021 the department has run its property information system on two tools deployed side by side: Simeo for technical and financial forward planning, and CARL Source as the maintenance management system holding the service desk, intervention requests, stocks, energy consumption tracking and the building health record. The intent behind pairing them is explicit — turn a curative maintenance logic into a preventive one.
