Context

Alongside the waterway network it holds under concession, Voies navigables de France manages a property estate of 410,000 m² across 4,100 buildings and seven regional directorates, on a combined operating and investment budget of €15M. Each directorate had its own practice. VNF set out to align them on one policy, and to move from short-horizon corrective maintenance to preventive maintenance carried by multi-year plans.
